A man in San Jose was charged with multiple child molestation charges on disabled minors. Allegedly, he had been sexually assaulting disabled girls in his care, one of whom was 18 years old with the mental capacity of a preschooler.

Based on reports from Santa Clara County District Attorney’s Office, the perpetrator was Waking Bailey, 33, who was arrested by the police from Los Gatos-Monte Sereno. Waking Bailey was an employee at Eastfield Ming Quong or EMQ, a facility for dependent children in Los Gatos, as a member of the staff. Reports mentioned that he had been placed on leave the previous year.
According to prosecutors, a 12 year old at the facility in 2009, reported that Waking Bailey had assaulted her after he entered her room at night. In 2011, another girl from EMQ reported that she was shown by Bailey on his iPhone what she had to do. The girl was in and out of foster homes and had been assaulted by Bailey when she was between 6 and 9 years old.

AchieveKids was another facility for children who are developmentally disabled, located in San Jose. In August 2011, Bailey allegedly sexually assaulted an 18 year old woman. According to reports, he had taken the victim along with his children and wife to a football game. At the end of the night, he dropped off his family after which he assaulted her. Based on reports from the Santa Clara County District Attorney’s Office, AchieveKids employed Bailey, fully aware that EMQ had placed him on leave. Investigators suspect more victims.
